Another dream of COA Caraga was realized on October 13, 2023 when it broke ground for its 6th Provincial Satellite Auditing Office (PSAO) in Don Paulino, Dapa, Siargao Islands, Surigao del Norte. The ceremony was graced by the presence of the Local Government Audit Sector Assistant Commissioner Roland A. Rey, Regional Director Merne T. Peñaranda, OIC-Assistant Regional Director Glen B. Cambray, Assistant Provincial Administrator of Surigao del Norte, Atty. Molly V. Sering, who represented Provincial Governor Robert Lyndon S. Barbers, Provincial Board Members Nathaniel A. Plaza, Constantino B. Navarro III, and Edgar T. Andanar, and Provincial Internal Auditor Leo Francis M. Portillo. Also in attendance were the Supervising Auditors, Regional Supervising Auditors, Service Chiefs, Technical Services Office personnel, Audit Team Leaders, and Audit Team Members of COA Region XIII.

The 5,000-square meter lot was donated by the Provincial Government of Surigao del Norte under a Deed of Donation executed on June 19, 2023 and accepted by the Commission on June 26, 2023, through the compelling initiative and untiring efforts of Director Peñaranda who assumed as Regional Director of COA Caraga only in March 2023.

COA Chairperson Gamaliel A. Cordoba extended his warmest congratulations to Director Peñaranda and the COA Region XIII family for the excellent coordination with the Local Government of Surigao del Norte, and conveyed his sincere appreciation and gratitude to the said LGU headed by Gov. Barbers for donating the 5,000-square meter lot intended for the COA PSAO in the Island, which will become the official home of the men and women COA personnel assigned therein.

Director Peñaranda also earnestly acknowledged the support and generosity of Provincial Governor Robert Lyndon S. Barbers, Vice Governor Eddie G. Gokiangkee Jr., members of the Sangguniang Panlalawigan, and Internal Auditor Portillo, as well as the COA Technical personnel headed by Engr. Junrey E. Labatos and the Region XIII family for the collaborative hard work in making the groundbreaking ceremony a successful one.  She is positive that the PSAO Building will not be the only structure that will be built in the donated lot as she is looking forward to another COA International Training Center and Dormitory similar to that in Tagaytay City, in the near future.
